About Transit Resources

We are a systems general contractor and construction manager as constructor. We design, furnish, install, test, commission, maintain, repair and inspect electrical and electronic equipment for vital and non-vital applications. We are specialized in the transportation sector. We design build and build to print heavy and light rail infrastructure and systems, bus depots, rail car maintenance facilities and transportation centers including airport facilities.

JOSEPH KAY is the managing principal of Transit Resources. He brings experience in the construction, installation, testing and commissioning of complex systems. During his service in the U.S. Navy from 1979 to 1985 and with EDO Corporation Government Systems Division, a military contractor from 1985 until 1997, Mr. Kay held US Government Secret Security Clearance, managed and trained field engineers and technicians to support complex military and commercial electronic systems and supervised the testing and handling of nuclear weaponry. He was an advanced analyst of submarine and surface ship acoustics and a skilled technician and operator of state-of-the-art passive and active sonar systems for the U.S. Navy.

While employed with GEC Alsthom and Alstom Transport from 1997 until 2002, Mr. Kay held the responsibility of Proposal Manager and Sales Account Manager for northeast transit properties.

Mr. Kay served as an MTA approved Project Manager for the NYC Transit Concourse Line Signal Modernization and the Staten Island Signal Modernization projects while employed at Halmar Builders of NY and Granite Halmar Construction Company from 2002 until 2007. His leadership and expertise contributed to the early completion of one of the largest conventional signaling projects in the history of the MTA, the $162 Million Concourse Signal Modernization project. Mr. Kay also helped the Concourse team capture the American Public Works Association Project of the Year award and the largest Owner Controlled Insurance Program (OCIP) Safety Bonus Award in the history of the MTA of nearly $1 Million. Mr. Kay's experience with MTA NYC Transit operations, maintenance and construction, coupled with his extensive expertise in signal modernization and electronic systems engineering has made him an invaluable asset to the Transit Resources organization and its technical resources.

Mr. Kay established Transit Resources in 2006 to fill a void of complex system projects commissioning and close out personnel in the transit industry. As the Service Disabled Veteran managing principal, Mr. Kay is involved with leading the systems construction management vision of the Transit Resources entity and ramping up the transportation service capabilities of the company.
